
On March 17, 2026, the LA County Regional Park and Open Space District announced over $78 million in Measure A Competitive Grant Awards for parks, trails, and open spaces across Los Angeles County. We are proud and honored to share that ActiveSGV is among the recipients.
Our award will fund the planning, design, and community engagement needed to build a permanent Emerald Necklace Mobility Hub at Peck Road Water Conservation Park in unincorporated Los Angeles County.

Why Peck Road Water Conservation Park?
If you have ever joined us for an E-asy Access pop-up event, you already know this place. Over the past two years, we have hosted more than two dozen events at Peck Road Water Conservation Park, resulting in more than 1,000 electric bike rentals at this location alone. Families, first-time riders, and longtime cyclists have all come through to explore the Emerald Necklace by e-bike. The response has been overwhelming, and the need is clear.
Peck Park sits at the northern end of the Emerald Necklace, a 17-mile greenway network connecting parks, trails, and communities along the Rio Hondo and San Gabriel Rivers. The network serves as a gateway to the Angeles National Forest to the north and the Pacific Ocean to the south. For residents of El Monte, Baldwin Park, and surrounding communities, many of which rank among the most park-poor in California, this trail system is a vital resource.
What We're Planning to Build
The Emerald Necklace Mobility Hub at Peck Road Water Conservation Park will transform the site of our pop-up events into a welcoming, permanent destination. Planned features include bike parking and repair stations, hydration stations, shaded seating, wayfinding signage, art installations, and accessible paving. The goal is a space that feels inviting, functional, and community-owned.
This grant covers the pre-development work: environmental review, site feasibility, permitting, and design. Getting these steps right is what makes a project like this competitive for construction funding down the road. Think of it as laying the foundation before breaking ground.

Community Input Drives the Design
This project will not be designed behind closed doors. We are planning a full community engagement process, including design workshops at Peck Park, community bike rides, surveys, focus groups, and pop-up events across the region.
Your input matters. The people who use this park and these trails every day are the ones who should shape what gets built here.
About Measure A and RPOSD
The Los Angeles County Regional Park and Open Space District is a special district that collects property tax revenue and grants it to cities, nonprofits, and other agencies for new and improved open space, parks, and programs. Measure A was created following the 2016 Los Angeles County Park Needs Assessment, the most comprehensive study of park access ever conducted in the United States. The study found that millions of residents lacked access to safe, nearby parks. In response, voters overwhelmingly approved Measure A, creating a dedicated funding source for parks, open space, rivers, trails, and recreation throughout Los Angeles County. Since its passage, RPOSD has granted more than $225 million to cities, nonprofit organizations, and park agencies to acquire land, develop new parks, and improve recreational opportunities across the County.
