El Monte Launches Clean Mobility Nexus Program with Community Kickoff Event

New program brings electric buses, a free electric-bike-share lending library, electric-vehicle carsharing, and public charging stations to El Monte residents.

The City of El Monte, in partnership with Active San Gabriel Valley and Mobility Development Operations, celebrated the launch of El Monte’s Clean Mobility Nexus Program at El Monte’s Night Market on Thursday, May 21, at 5:30 p.m.

Community partners and local leaders celebrate investments in clean mobility and transportation access.

"The goal of this program is simple: to give El Monte residents affordable, convenient ways to get around without a car. With five new zero-emission buses, a free e-bike lending library, shared electric vehicles at locations like City Hall and the Metrolink station, and new public charging stations going in across the city, we're making that real," said Sarah Zadok, Transportation Operations Manager for the City of El Monte. "El Monte is one of the first cities in greater Los Angeles and the State of California to take this kind of step, and we're proud of that. This is about our community, and our community deserves it."

El Monte's Clean Mobility Nexus Program is supported by the 'California Climate Investments' program. California Climate Investments uses billions of Cap-and-Invest dollars to fund projects that reduce harmful emissions, protect public health, strengthen local economies, and support natural environments. With a strong focus on communities most impacted by pollution and limited access to resources, California Climate Investments help build a more equitable and sustainable future.

What the Program Offers

El Monte’s Clean Mobility Nexus Program introduces four new transportation services to El Monte:

  • Electric Buses. Five new zero-emission buses will operate on the Express and Market Shuttle routes, connecting key destinations across the city.
  • E-Bike Library. In partnership with ActiveSGV, residents can borrow e-bikes at no cost for everyday trips. The program launched in January 2026.
  • EV Carsharing. Five shared electric vehicles are now stationed throughout El Monte, with plans to expand to 20, providing residents with affordable access to a car when they need one. The SGV Carshare program launched in February 2026.
  • Public Charging Stations. Seven new public EV chargers will be installed across the city, supporting both program vehicles and personal electric vehicles.

El Monte is one of the most densely populated cities in the San Gabriel Valley and faces some of the region's highest levels of air pollution exposure. The Clean Mobility Nexus Program expands access to clean, low-emission transportation for residents who have the fewest alternatives.

"El Monte residents deserve real options for getting around without relying on a car. For too long, communities like El Monte have had fewer choices and shouldered more of the burden of air pollution," said David Diaz, Executive Director of Active San Gabriel Valley. "El Monte’s Clean Mobility Nexus Program is exactly the kind of investment that starts to change that. We're proud to partner with the City to bring the e-bike library to El Monte, and we look forward to seeing residents put it to use for everyday trips."
