Noche 2025 Honoree: Clean Power Alliance - Outstanding Public Agency

Clean Power Alliance (CPA) is the locally operated electricity provider serving 38 communities and nearly one million customers across Los Angeles and Ventura Counties. As the largest community choice energy provider in California, CPA delivers clean, renewable power at competitive rates while offering programs that help households and businesses save energy, reduce costs, and cut greenhouse gas emissions. By putting decision-making in the hands of local communities, CPA ensures residents have a real voice in shaping a more sustainable energy future.

Since its launch, CPA has become a model for how public agencies can lead the transition to a carbon-free power system. From supporting community solar projects to providing energy bill relief and efficiency programs, CPA demonstrates how clean energy can be both accessible and affordable.

At the center of this work is Executive Director Ted Bardacke, who has guided CPA’s growth and impact. Under his leadership, the agency has accelerated the shift to renewable energy while strengthening partnerships with local governments and community stakeholders. Ted previously served as Director of Infrastructure and Deputy Director of the Mayor’s Sustainability Office for the City of Los Angeles, and before that worked in the Green Urbanism Program at Global Green USA. Earlier in his career, he was a foreign correspondent for the Financial Times of London in Mexico City and Bangkok. He also taught at UCLA’s Luskin School of Public Affairs for a decade and currently serves on the Executive Committee of the California Community Choice Association, helping shape statewide energy policy.
